Directions to Disney on Ice
From M1:
Exit 1 onto M50.
Take M50 southbound and follow it through the Toll and take Exit 9 N7 (towards Limerick & Cork).
After approximately 4 miles you will see signs for Citywest Business Campus
Exit off the N7 at Exit 3 or 3a in accordance with electronic traffic management signs.
Follow directions of AA signage, Gardai and Traffic Management Staff to Car Park Areas

From Dublin City Centre:
Follow signs for 'The West' and or 'the South'.
You will come to the M50 (Dublin orbital).
Follow signs for 'The N7' and exit the M50 onto the N7 at Exit 9 (towards Limerick and Cork).
After about 4 miles you will see signs for Citywest Business Campus,
Exit off the N7 at Exit 3 or 3a in accordance with electronic traffic management signs.
Follow directions of AA signage, Gardai and Traffic Management Staff to Car Park Areas

From Limerick, Cork and Kerry:
Follow the N7 through Naas towards Dublin.
After about 7 miles you will see signs for Citywest Business Campus,
Exit off the N7 at Exit 3 in accordance with electronic traffic management signs.
Follow directions of towards Citywest Shopping Centre, AA signage, Gardai and Traffic Management Staff to Car Park Areas

From Tallaght:
Follow the N81 through Tallaght towards Blessington.
After about 2 miles you will see signs for N82, Citywest Business Campus
Turn right at Traffic Lights onto N82
Follow directions of towards Citywest Shopping Centre, AA signage, Gardai and Traffic Management Staff to Car Park Areas

Traffic Logistics
COLOR CODED CAR-PARKS & SIGNAGE:
For this event and all future events I have ‘colour coded’ all car-parks (internal & external) they are as follows;

INTERNAL CAR-PARKS:
Green - CEC & overflow
Yellow - Heli-pad & overflow
Blue - Side and rear main Hotel / courtyard
Purple - Golf Hotel / Lemongrass
Orange - Parallel N7 / Gate lodge

EXTERNAL CAR-PARKS:
Red - College
Cyan - Compound (only used by exhibitors and staff)

*These car-parks have been mapped out and will be available as follows;

INTERNAL DIRECTIONAL SIGNAGE:
The colour-code of each individual car-park will be visibly displayed on traffic directional signage directing the public to the entrance of each car park. The larger of these car-parks have also been designated with letters (traffic management staff only), this is as follows;

Green - A, B
Yellow - A, B
Blue - A, B, C, D, E
Orange - A, B
Red - A, B, C

This will enable better communication between traffic management staff as to the availability of parking space before during and after the event.

USE OF CAR-PARKS:
The recommended use of both internal and external car-parks is as follows;

Show One – BLUE, PURPLE, YELLOW & GREEN

Show Two – RED, ORANGE

We will start to fill the BLUE and PURPLE car-parks first, once traffic starts to increase we will divert to both YELLOW and GREEN car-parks. This will allow for continuous movement of all internal traffic for the first show.
For the start of the second show we will start filling the external RED car-park, this will allow exiting of traffic from the first show, once we have filled RED car-park we will then divert traffic back internal with the use of the ORANGE, BLUE, GREEN and YELLOW car-parks.

Exiting traffic from the YELLOW car-park will be split between the main entrance to hotel and rear N7 exit. GREEN car-parks will be exited through the round-gardens and overflow exit out towards Garters Lane, this traffic will need to be diverted LEFT-ONLY towards N7.

Traffic exiting from BLUE, PURPLE and ORANGE will exit through the rear N7 exit (Rathcoole) allowing free movement of traffic from both YELLOW and GREEN.

Please note that the RED car-park will only be used if traffic becomes back-logged on Garters Lane or if space is limited internally.

CONTINGENCY:
As a contingency plan, if traffic starts to back up on Garters lane (Exit 3a) the digital VMS sign at Exit 3 will come on diverting traffic off the N7 through the Citywest Campus towards the CWSC and Fortunestown junction and directly to the RED Car-park, this in turn will take the pressure off the N7 and Garters lane. This will require three (3) VMS-D signs and further signage on internal roundabouts to achieve this.

This traffic will in turn follow the direction of Fortunestown Lane and allow traffic to divert between the RED car-park and main Hotel car-parks.

VMS DIGITAL/ STATIC SIGNS:
Vehicle Management System signage will be required for external direction only. The lay-out and placement of the VMS is attached on a grid-map to show strategic points to enable steady traffic flow coming from the N7 North / South and M50, some of these signs will be digital (D) and some static (S).

AA SIGNAGE - RADIO:
AA signage and radio traffic announcements in relation to weather and traffic delays and will be assigned to major key-points leading up to and around the following locations;

Rathcoole
Saggart
Newcastle
Tallaght

TRAFFIC MANAGEMENT PERSONNEL (28 total):
Traffic management personnel will be placed in strategic positions throughout the different car-parks as well as doubling up with traffic corps from the Garda (external only).
Dress code will be hi-visibility, traffic wands with both radio and mobile phone communications; they will be placed as follows;

1 x entrance to entrance at main Hotel
1 x junction Garters Lane and Fortunestown Lane
1 x bottom entrance to YELLOW car-park
3 x covering YELLOW car-park A, B
1 x entrance to GREEN car-park
4 x covering GREEN car-park A, B *
1 x entrance to BLUE car-park
3 x covering BLUE car-park A, B, C, D & E *
1 x entrance to PURPLE car-park (Roundabout)
2 x covering PURPLE car-park
2 x T-junction at ORANGE car-parks
2 x covering ORANGE car-parks
1 x at main entrance to RED car-park (Fortunestown Lane)
4 x covering RED car-park *
1 x N7 exit

Once we fill the main internal hotel car parks, BLUE, PURPLE and ORANGE several members of traffic staff will be moved to the following locations to cover external car-parks, RED.

Three (3) traffic staff will be used as floaters and will be required for increase in traffic, FLASH POINTS/ACCIDENT DIVERSION and breaks.

GARDA TRAFFIC (NON-PUBLIC):
Garda traffic personnel will be located at the following junction points;

1 x main entrance to Citywest Hotel
1 x T-junction at Fortunestown Lane
1 x N7 exit from main hotel (roundabout Rathcoole)

Maps are attached for the following;
Color-coded car-parks (internal / external)

ADDITIONS:
The following additions will be put in place for this event, as follows;

NO PARKING / TOW AWAY signs for private estates and nursing home.
Parking restrictions at the N7 exit to Rathcoole
RED Car-park directional signage at Garters Lane / Fortunestown T-Junction
All car-parks will need to be cleared of snow / ice (nightly after shows)
Traffic breakdown assistance emergency number (due to the adverse weather)
Monitoring of both 3 & 3a exits at peak times (this will allow for diverting traffic from building up on the N7 motorway.

This is the final copy and will be enforced and managed by traffic management personnel and the Garda throughout the event dates.
